I possess over 30 years of solid expertise as a Marina Professional, Real Estate Developer, Business Owner, and Senior Bank Administrator.
Currently, I am the Division Manager for Oceanside Harbor District, responsible for the 958 slip Harbor, Real Estate Leases, and Harbor Beaches. I manage a budget of $9 million dollars with 20 employees. My priorities include financial performance, budget controls, operational efficiency, maintenance, capital improvements, public safety, long term planning and stakeholder engagement.
Previously, I was the Marina Director for the Town of Lake Park, Florida.
Prior to my Municipal Harbor experience, I owned a succession of marine related recreational businesses and developed multiple real estate projects. The largest project was the $7.5 million dollar redevelopment of my full service marina into the area’s finest private dockominium. I managed these businesses and real estate developments concurrently over a 20 year time span.
During my banking career, I ascended to Senior Vice President, Regional Retail Branch Administrator, accountable for 35 branches, 40 direct reports, excess of 400 employees, $25 million dollar budget, and over $1B of assets. I managed the consolidation of business operations, culture integration, and change management for seven (7) bank mergers.
I hold an MBA degree in Finance and Marketing, Real Estate Broker License, and Property Management Master Certification. In addition, I have Certified Marina Manager (CMM) status, a designation held by less than 450 individuals worldwide. Currently, I sit on the Board of Directors for the Association of Marina Industries, representing the nation’s largest coalition of marinas and harbors.

Ari Maksoudian, a SLO native, has always loved the outdoors. Though, it wasn’t until he enrolled in a junior lifeguard program did he truly come to love the water. In 2019 he attended the USLA lifeguard academy to become an aide for the Morro Bay JG program. The summer of 2020 presented him the opportunity to be employed as a beach lifeguard. And in January 2021 he joined the team as a Reserve Harbor Patrol Officer. Ari knew from early on that helping others would be a part of his life and he is stoked with the opportunities the Harbor Department has given him.
Charlie Howland
Charlie Howland grew up on the waters of the Central Coast- fishing, diving, and surfing. His love of the ocean has led him to fish both for sport and commercially, as well as work as a charter boat captain on Catalina Island and in SE Alaska. When the opportunity to join the ranks of the Morro Bay Harbor Patrol arose, Charlie knew it was the perfect match to combine his experience on the water and his aspiration to serve his local community. Charlie is a dedicated father to his two young daughters and enjoys sharing his passion for the outdoors with them and his wife. When not in nor on the water, Charlie might be found backpacking in the Sierras with his family or tending to their garden plot and fruit trees at home.
